Me and My buddy were bored and we went on a cruise up tussy mountain (dirt roads), then we decided to take a pics, which is why the cars are filthy.

Its not an app , unless hes lame!!!

Its a slow shutter speed with them using flashlights , and what appears to be a laser.

Like tuner said, not an app, tripod, camera, 30-second shutter, flashlights, laser, and 2 bored guys.

I did the same thing with my Elky back in highschool with gold led's.
