Revving up to about 2500 for a few seconds is normal for many modern four cylinders and some V6's. I haven't seen a new V8 do it though... But anyways, it's to warm up the engine quicker and get the oil moving than just idling. As we all know engines are more efficient once warmed up.
The RPMs will drop after a few seconds and it'll take another few minutes for it to get to it's normal idle of around 600RPM.
As for it slowly revving up to 3000, that's odd. I remember when I had my HFC it would try to idle at 600 for a little (really freakin loud too) and finally it'd rev up to 2000. Something to do with the extra flow or something...
