I don't think so. At least it doesn't work that way in my 17 LX. Unless the key is in accessory or start position, there's no power to the outlet.

 

My 2010 needs to have the ignition key turned on to 1st click or ACC (accessory) to be able to use.

Unless, you've done a mod that by passes this then there will be parasitic battery draw/drain if one forgets to start the vehicle to recharge.

 

I just tested it out in my ‘21 FE. Neither of the two have power until you turn the key one click to the Accessory position

 

2019 S won't work unless key is in the ignition and turned to either Accessory or On position. Will also retain power for a few minutes when ignition is turned off.
