I feel the pulley and belt are needed to make/keep the car running so I called KIA Consumer Affairs to have them and the dealership fix the car at no cost to me.

So.. Did they?

Well, you are past the 60,000 mile full warranty and now on the powertrain warranty. I don't believe the tensioner and belt are covered under that warranty. $380 seems a little steep for what is typically a fairly simple job. Personally, I would just do it myself, but the dealer will most likely charge you an inspection fee, so it may be worth it just to have them do it.
