So i am coming into some money around january and wanting to use it for my down payment. Is this a good time to buy. My buddy tells me that jan is good because dealers can avoid paying taxes, though i am not sure if that is december...?
also, any recommendations for texas kia dealers?

i am in san antonio and went to legend mazda kia and had an awesome experience at that dealership. as far as good times to buy, i would say right before the end of the year. thats when all the good deals will be and they'll be more willing to work with you so they can sell you a car. i wouldnt wait much longer than that. i bought mine in january... or was it feburary... anyways, i had a hardest time getting them to come down to what i wanted :)
if you don't mind me asking, what trim level and how much did you get them down to?
i have an ex and sticker price was 17999, and i walked out with about 1500 off

Avoid paying taxes? Ask your buddy to how you that rule in the IRS lawbook..lol
I got my SX from the dealership in New Braunfels and was very pleased.

Sticker showed $19,090 (fully loaded SX manual trans. minus the leather, which i didnt want anyways) dealership tacked on $300 for the spoiler which i thought was ok, all said and done, final sticker price was $19,390 but got them down to about $17,000 :D
End of model year is a good time to buy...new 2011s on the lot and the dealer wants to get rid of the year old 2010 models. Watch for dealer/Kia incentives. Yes, dealer doesn't want to pay taxes on inventory at the first of the year. Sales are usually low around Christmas so it's not unusual to get a good deal -- also, end of month incentives to the dealer could help get the price down even more.

Good Luck.
end of year is a good time...My EX has every option and I talked them $2,000 off sticker plus $500 incentive and Don't have a payment for 90 days haha
