Odd whistle sound at ~3k rpm

hello, when my car is cold and im driving the car at up to 3-3.3k RPM i get this strange "whining or whistling sound" i been getting this for a couple of months but its more noticable when cold, even after around 10-20 minutes of driving you can hear this strange noise but its harder to hear it,

it happens only around at 3-3.3k rpms, if you go above even 4k it sounds fine, however if you shift at 4k RPM and let the RPM of the car naturally go down you will hear it as it passes that 3k mark, if i stay driving at that mark it continues its sound.

whether your accelerating, maintaining speed, or just shifting, when that needle is around the RPM's i mentioned the sound is there

any ideas of what it could be? happens in first, second, third gear.

MT6spd, mods are
CAI
pulley
short shifter,

all mods are atleast a year and a half old, symptom of the sound is around 6-8 months old, started happening at the end of the summer time through the winter

I have a short ram air intake and it makes that sound too. It could be your cold air intake vacuuming the air into it which makes that sound.

Could be from air passing by the butterfly flap in the throttle body. CAI's usually amplify the sound but it is strange that it's at 3k rpm. Mine usually does it at lower rpms while the flap is closing or when I've got it bogged down in a higher gear.

Could be a change in driving style, or if you cleaned the throttle body lately the whistle is more noticable. Could be something stuck in the intake or throttle body. Also cold weather makes it pop up, it's harder to make it whistle in hot weather. It could also be something different though.
