VHT Niteshades, or lens film from Rusto-oleum. You can buy them at autozone, o'rielly's or advanced autoparts.
I would highly suggest against doing it yourself. I did it with the rustoleum spray, and it looks decent when your lights are not on, but it is way spotty and crappy looking when your lights are on.

I would suggest taking it to a body shop and getting them done by a pro. It will probably cost around 75-150, but you won't spend several hours sanding and polishing your tail lights when you realize how crappy it looks.
jdub01984 makes a good point. If you just give it the "rattle-can effect" it won't look uniform. I'm more of a tinted film guy. It's more forgiving and you can get a more uniform look.
i got a bottle of that i would sell you if you cant find it and i would also suggest getting a clear coat to protect it
Went with the tint, no drying time but takes a little patience to get it smooth and bubble free. A heat gun makes is easier.
Mine came out great with the Niteshades. Sand, paint, sand, clear coat. As long as you can park your car for the weekend and have the time to dedicate you can do it. This method is not as easily reversible as the tint film though.
