Nope that's not where the Push Button Start Goes Either. I know this picture is the sedan, but you can see the Start Button Clearly Below the Small Round "Vent" on the dash.

The piece you are talking about it part of the HVAC system. I don't know if it actually serves a purpose on models not equipped with the Climate Control system, but on that model it is part of the temperature control. It draws interior cabin air in to regulate the AC's speed and Temperature.
